They also did it to reduce the pressure spikes going into the heater core, thus saving the cores (or so I've heard)....

I think the higher rpm that a sees (maybe water pump design too) causes the system to build too much pressure and the heater core is the weak link. The restrictor reduces the pressure on the heater core casuing it to last a lot longer....
